Kim Reynolds signed a bill into law on Wednesday that will make it a state crime for a person to enter Iowa after having been deported or denied entry into the United States. The new law, which is set to take effect July 1 but could face court challenges, joins Iowa with Texas in seeking to enforce immigration limits outside the federal system. Ms. Reynolds, who had said she would sign the legislation, accused federal officials of failing to secure the U.S.-Mexico border and putting Americans at risk. “The Biden administration has failed to enforce our nation’s immigration laws, putting the protection and safety of Iowans at risk,” Ms. Reynolds, a Republican, said in a statement. This bill gives Iowa law enforcement the power to do what he is unwilling to do: enforce immigration laws already on the books.”A White House spokesman did not immediately respond to a request for comment on Wednesday.

Washington CNN —Two leading US lawmakers have reached a bipartisan deal that could, for the first time, grant all Americans a basic right to digital privacy and create a national law regulating how companies can collect, share and use Americans’ online data. But it could also override some of the toughest state-based privacy laws in the nation, such as in California. And it would guarantee Americans the right to request copies of their data, to correct it or even to have it deleted from a company’s records. The draft legislation breaks a yearslong deadlock between Republicans and Democrats over the scope of any national privacy bill. London CNN —British business groups are warning that newly announced post-Brexit charges on plant and animal imports could push up food prices not long after food inflation came down from double-digit rates. The port and the undersea tunnel beneath the English Channel handle the majority of UK food imports. Annual UK food price inflation topped 19% in March 2023, the highest rate in 45 years, and stood at more than 10% as recently as in October. Some are already “deciding that it is too expensive or too much hassle to serve the UK,” he told CNN. Increased rainfall means plants release more pollen when they bloom, and higher numbers of thunderstorms cause pollen grains to burst, making them more irritating and worsening symptoms. Shifting wind patterns in some parts of the world are carrying pollen over longer distances, too. Experts think more exposure to pollen equals more chances to be sensitized, which equals more allergies. So someone in Illinois, for example, might be seeing bigger changes in pollen than somebody in Texas – although Texas gets blasted with pollen, too.

Anukool Lakhina and Waleed "Lee" Haddad founded BurnBot in 2022 to develop robotics and remote-controlled vehicles that can munch up and burn away invasive plants or other dry vegetation that can fuel fires if left fallow. Like other agricultural and construction equipment, the RX rolls forward on tank-like tracks and wheels, which enable it to maneuver through rough fields. The chambers of the BurnBot RX also trap and torch away the smoke that comes from burning vegetation, so it doesn't pollute the air in surrounding communities. When the torching is done, the RX sprays water repeatedly to extinguish any remaining embers.

Judge-shopping is the practice of strategically filing cases in courthouses where the lawsuits are almost guaranteed to be heard by judges perceived to be sympathetic to the litigants. Texas has other US district courts with single-judge divisions, in addition to Amarillo, where challenges to the Biden administration agenda are frequently funneled through. The Judicial Conference announced after an early March meeting that it was seeking to curb the practice of judge-shopping with the new case assignment policy. The announcement prompted blowback from Republican senators, including Senate Minority Leader Mitch McConnell, who argued that any mandated policy would run afoul of a statute passed by Congress that gives each district court the discretion to design its case assignment protocols. CNN —The Biden administration is close to approving the sale of as many as 50 American-made F-15 fighter jets to Israel, in a deal expected to be worth more than $18 billion, according to three people familiar with the matter. Since Hamas’ attack on Israel in October, which killed over 1,200 Israelis, the US has made more than 100 foreign military sales to Israel. Most of those have fallen under the specific dollar amount that requires a notification to Congress, an official familiar with the matter previously told CNN. CNN —President Joe Biden on Saturday signed into law the $1.2 trillion legislation that completes the funding of federal agencies through the fiscal year, which ends September 30. The House passed the package on Friday, and the Senate passed it early Saturday morning. The bill addresses a slate of critical government operations, including the departments of Defense, Homeland Security, Labor, Health and Human Services, Education, State and the legislative branch. This legislation is the second part of a two-tiered government funding process. A separate six-bill funding package, which was signed into law earlier this month, included funding for the departments of Agriculture, Commerce, Justice, Veterans Affairs, Energy, Interior, Transportation, Housing and Urban Development, as well as the Food and Drug Administration, military construction and other federal programs.

Wyoming’s bill, known as Senate File 99, was approved by lawmakers in both chambers earlier this month. Under the legislation, doctors, pharmacists and other health care providers who provide gender-affirming care could have their licenses suspended or revoked.
